Abstract
This publication has two purposes. First, it presents an important document on the problems facing the Chinese Communists in creating resistance centers behind enemy lines during the early months of the war against Japan and the methods they used in dealing with those problems. Second, the publication presents an essay which attempts to place the document in its historical setting.
